Tenant rights

Established in 1974, the Virginia Residential Landlord and Tenant Act (VRLTA) sought “to encourage landlords and tenants to maintain and improve the quality of housing.” The act also clearly laid out the rights and responsibilities of renters, including the right to:

  • A proper eviction notice
  • Notice of a change in management or ownership or change of the property for some other use
  • A fair application fee
  • A fair security deposit
  • Proper notification before pesticides are used in a tenant’s apartment
  • Proper notification of a rent increase or decrease in services
  • A decent and safe place to live
  • A certain level of security
  • Privacy

The Virginia Residential Landlord and Tenant Act covers apartments, public housing, Housing Choice Vouchers, Section 8 housing and other federally subsidized housing operated by the U.S. Department of Housing and Urban Development (HUD).

Landlord rights
